Your embassy will be writing for you, if you are not a govt employee back in Nepal. I did this in the year 2005.

contact nepal embassy and request them to send no objection letter for you. they will send that letter to DOS. however, if you are here in fulbright scholorship or something, it is highly unlikely that you will get this one. contact embassy for detail.

yes need to request them for no objection letter. they have done in the past for numerous people, so they know it. i believe there is certain form and certain fee associated with it. i guess you also need to send your IAP 66, visa and copy of your passport. but go to nepal embassy website D.C. you will know more there.
